EMS provides monitoring implementation support, structured observations, documentation, reporting, and follow-up considerations. The contracting agency retains statutory responsibility, IEP-team decision-making authority, placement authority, FAPE responsibility, reporting or submission authority, and responsibility for legal and compliance determinations.
