A Flexible Capacity Model

EMS can support a single placement, a group of students at one facility, or coordinated monitoring across districts using the same out-of-state program. Scope, scheduling, access, documentation, and escalation procedures are established with the contracting agency before services begin.

The LEA retains statutory responsibility, CDE submission and reporting authority, IEP-team authority, FAPE and placement determinations, and legal or compliance response decisions.
